EXPERIENCE

Mr. Mullis went to work for Black & Veatch Consulting Engineers in Asheboro , NC in 1985. At Black & Veatch Mr. Mullis served as a project engineer on a wide range of utility projects. He worked on 115 kV/12.47 kV substation projects, medium voltage industrial power distribution projects, and 480 V power distribution for water treatment facilities. Mr. Mullis has also worked on a variety of electric system study projects including load management and SCADA feasibility studies, reliability studies, load flow studies, and short circuit studies.

In 1989 Mr. Mullis founded Utility Technology Engineers-Consultants, and is a partner in the firm. Since founding UTEC, Mr. Mullis has worked continuously on SCADA and related projects. He has had the major responsibility for evaluating SCADA vendors, computer hardware, operating systems, and designing interface to field devices. His SCADA experience includes electric, water, and gas utility systems.

As a part of the various SCADA projects, Mr. Mullis has had in-depth experience in evaluating, and implementing various communications systems. His fiber optic experience includes over 174 miles of fiber optic cable.

Mr. Mullis also has extensive experience in supervising and administering the installation and start-up of SCADA and fiber optic systems.

   

RECENT PROJECTS

The following is a sample of Mr. Mullis's recent project work:

  • Project Manager for a feasibility study to purchase 44 kV sub-transmission system, Duke University

  • Project manager for 13 MW diesel generation Plant for Duke University

  • Project manager for a 144 fiber, 27 mile double loop for Monroe, NC.

  • Project manager for replacement of 4 kV switchgear for 4- 500 HP pumps including one variable speed drive.

  • Project manager for  a 144 fiber, double loop for Gastonia NC.

  • Project manager for new substation, Ethernet based PC SCADS system and upgrade of 87 relays with  microprocessor relays for MCAS Cherry Point, NC

  • Project manager for design of a PC/PLC controlled WTP backwash and flume level control system

  • Design and start-up observation of a PLC/IP based SCADA system for a 200 MW ICTG plant in Monroe, GA.

  • Specification of system to collect metering and relay data for the 229 MVA Effingham ICTG plant.

  • Design of 144 fiber optic loop for City of Seneca SC, Electric Department.

  • Design of a fiber optic system for Georgetown, SC.

  • Design of SCADA electric, gas, water and wastewater SCADA System the Monroe, NC.

  • Design of a Sonnet based OC-3 communication system for 115 kV current differential relaying for Orangeburg ,SC

  • Design of a 14 fiber, 31 mile loop for High Point, NC with DS3 TDM communications for 100 kV current differential relaying for High Point, NC

  • Design of a 20 mile, 24 fiber expansion of Greenwood, SC CPW’s 48 fiber loop to connect 17 schools together.

  • Design of SCADA electric and gas SCADA system the Greenwood, SC CPW.

  • Design and specification of medium voltage switchgear for pumping equipment and development of long range plan for expansion of switchgear at Harwood's Mill WTP in Newport News, VA.

  • Design of expansion to fiber optic SCADA system for the Gaffney, SC BPW.
